Description: Meeting was called to order by Barbara Carroll at 6:15 P.M. Opening Remarks A. Roll Call/Attendance by Mary Blair 12 Present: Doug Hausladen, Barbara Carroll, Mary Blair, Catherine Gootkin, Frank Cochran, George E. Carter Wayne Hobbs, Maureen O’Sullivan, Evelise Riberio, Robert Spirito, Shirley W. Washington. Reverend Walter Johnson, Sarah McIver. 2 Absent: Juanita Wright: Staff - Reginald Thomas Guest: Captain Denise Blanchard OIC, Internal Affairs.
B. Review of Minutes Motion to accept minutes was made by Shirley W. Washington, seconded by Doug Hausladen: unanimous approval.
C. Agenda Review Motion to amend the agenda to swear in new member was made by Shirley W. Washington, seconded by Mary Blair: unanimous approval. Motion to accept the amended agenda was made by Shirley W. Washington, seconded by Mary Blair: unanimous approval. George E. Carter was sworn in by Assistant Corporation Counsel Roderick Williams.
D. Internal Affairs Statistical Report & Remarks Chair introduced Captain Denise Blanchard. Captain Blanchard reported that in 2009, 112 cases were filed, five (5) cases were opened in 2010 and nine (9) cases were closed in January. Captain Blanchard gave an overview of her NHPD background including 5 years as an investigator in Internal Affairs prior to the inception of the Civilian Review Board. E. New Business - F. Unfinished Business Vice Chair Election runoff: Mary Blair 8 votes - Doug Hausladen 3 votes. Mary Blair remains Vice Chair for a new 2 year term. G. Subcommittee Reports / Policy& Procedures NACOLE - 2010 conference will be held on September 2010 in Seattle Washington. BOPC - Evelise Ribeiro reported that Chief Brown will be retiring at the end of January and one (1) officer had been terminated for cause. ByLaws Committee will review sections 3.4 (d) 1and 2, 3.6 & 3.9
Motion to go into executive session was made by Mary Blair and seconded by Catherine Gootkin: unanimous approval. Motion to adjourn was made by Robert Spirito and seconded by Doug Housladen; unanimous approval. Meeting adjourned at 7: 30 P.M. Next regular meeting of the Civilian Review Board is - Thursday, February 11, 2010, 6:00P.M. at City Hall, 165 Church Street, 2nd Floor Conference Room #2.
